In reply to Serge Posthoorn. I think it is the same as it happens to Tire Bouchon. You have to climb at the end in order to get the badge.

Just finished this. 26.5KM right on. After the sprint you have to continue until you get to the turn.. the banner is right there.

I have done this route several times and never gotten the badge Does it make a difference whether it is a free ride or a meet-up?
